Traction in setups


We all know the crew chiefs tune for track temp, track grip, air temp, wind speed, wind direction, air density, and a thousand other factors.

In doing this, they always run on the limits of traction. You frequently see cars smoke or shake the tires.

My question is, is there a setup that includes but is not limited to the clutch, that a team can use that would never break traction? Do teams have the ability to lock down that hot rod to the track and they just choose to seek speed over control? Or is there just no way to ensure a car will stick?
